Video: exchanging your paper licence for a photocard licence

Find out how to exchange your paper driving licence for a photocard with the DVLA

The Driver and Vehicle Licensing Agency (DVLA) wants to work with you to ensure that your identity and personal data are protected and will carry out identity checks for your security and protection.

By applying online you will be giving DVLA consent to check your personal data, including your National Insurance number. DVLA will confirm your details with the Department for Work and Pensions (DWP) and HM Revenue & Customs (HMRC). If DVLA can't fully verify and authenticate your identity, you will be told what to do next at the end of the application.

The photo for your licence

As DVLA no longer issues paper licences, DVLA will need a photo and signature for your licence. If you have a UK digital passport DVLA will try to electronically capture these from the Identity and Passport Service.

If this isn’t possible, or you don’t want DVLA to use the photo on your passport, you will need to send a photo by post. At the end of your online application DVLA will post your application completion form to you for you to return with your photo.
