The NVQs in Children’s Care, Learning and Development replace the NVQs in Early Years Care and Education. The new replacement standards have been written to address the changes which have occurred within the early years sector. The early years sector has seen a period of rapid growth. A review of the sector, specifically functional and occupational mapping, revealed the need to extend the age range of children covered by the NOS/NVQ. The new standards now reflect the outcomes of the Every Child Matters green paper and the Children Act 2004. The Children’s Care, Learning and Development standards now cover 0-16 years of age; similarly this change has influenced the move away from ‘early years’ within the title of the NOS/NVQ.
The level 2 NVQ is appropriate for workers in supervised roles with the exception of childminding in Northern Ireland where a Level 2 qualification is acceptable for unsupervised work. Nearly all Level 2 roles are for those who are working under supervision in face-to-face roles with children and families, examples are a Nursery assistant, Crèche worker or a Special educational needs assistant.
The level 3 NVQ is appropriate for those working independently or in some areas, supervising and training others in their field of work.
